Part of the PXP Oil CSD is a provision to improve the landscaping of the oil fields. The Los Angeles County Department of Regional Planning recently requested comments on the landscaping plan. The CCNA (of course) sent in some comments, which are in the pdf below.
At our last general meeting, we gave an update regarding developments at West Los Angeles College. In the discussion we repeatedly referred to an “M.O.U.” that we have between us and the college. Below is a PDF of the document.
The MOU was created as part of the EIR process when the college commenced its expansion process. Note that the document is not the actual one that was attached to the EIR — that one was never signed. The version that the parties signed had several additional provisions, and even that was it was amended with further provisions.
Unfortunately we do not have a digital version of the final document. What we have is a hand-modified version that incorporates (or at least references) all of the provisions of the amended document.

A memorandum of understanding (MOU or MoU) is a legal document describing a bilateral or multilateral agreement between parties. It expresses a convergence of will between the parties, indicating an intended common line of action. In some cases, depending on the exact wording, MoUs can have the binding power of a contract (this is the version in use between WLAC and the neighboring Homeowners associations).
In our case, the MOU is a binding legal agreement that was entered into by the Los Angeles Community College District, CCNA and two Raintree homeowners groups. It restates many of the mitigation measures that were included in the College’s Environmental Impact Report and makes them binding contractual obligations of the College and the Community College District running in favor of the Associations.

The County Board of Supervisors has set its agenda for the upcoming meeting next Tuesday, October 21, 2008. We are item #58. This is the meeting at which they will consider (and most likely ratify as-is unless we show up en masse) the currently flawed CSD.
Hearing on amendment to the County Code, Title 22 – Planning and Zoning, to establish the Baldwin Hills Community Standards District (CSD) to establish new development standards and operating procedures for oil and gas production operations in the unincorporated portion of the Inglewood Oil Field (2); and find that the Final Environmental Impact Report (FEIR) has been completed in compliance with the California Environmental Quality Act (CEQA) and reflects the independent judgment of the Board as to the environmental consequences of the proposed CSD, that the mitigation measures identified in the FEIR are the only feasible mitigation measures and find that the remaining, unavoidable environmental effects associated with potential future oil production operations at the Inglewood Oil Field have been reduced to an acceptable level and are outweighed by specific health and safety, economic, social and environmental benefits of the CSD as stated in the Environmental Findings of Fact and Statement of Overriding Considerations, and approve and adopt the Environmental Findings of Fact and Statement of Overriding Considerations.
